Two words define my personality: Education and Service, because, from the beginning of my adult edge, Education has been the passion of my life and students my motivation to live and serve them.

I am convinced that those of us who have had the opportunity to access professional education, also acquire an enormous social commitment to share this knowledge in service to society and, above all, to transform lives.

I recognize myself as a catalyst to amalgamate knowledge and experiences, to team up and generate synergy between the diversity of characters and roles of those who make education their life mission to touch souls, enhance human development and, above all, make it possible the common well.

Biographical Sketch

José Carlos Arredondo Velázquez is a Civil Engineer from the Autonomous University of Querétaro, where he also earned a Master’s Degree in the Teaching of Mathematics and completed a specialization in Educational Policy and Management at FLACSO Mexico. He served as a Professor at the Autonomous University of Querétaro for 34 uninterrupted years, a distinguished teaching career for which he was awarded a medal of recognition. As a trainer of high-achieving students in Mathematics for 17 years, his pupils won state and national awards in the field, and he himself received the National Award in the Didactics of Mathematics. He held the position of Director General of CONALEP in the State of Querétaro from 2003 to 2004, during which he reactivated the State Commission for the Planning and Programming of Upper Secondary Education (CEPPEMS) and the State Commission for the Planning of Higher Education (COEPES)—key bodies for educational coordination that had been inactive for many years. During that time, and by appointment of the State Secretariat of Education, he also oversaw the Coordination of Technological Education in Querétaro. From 2004 to 2005, he served as Director of Education for the State of Querétaro. Among his main achievements were the reorganization of Private Educational Institutions across all levels, promoting more efficient and effective communication, and the strengthening of the state’s teacher training colleges through the creation of a State System of Normal Education. In 2005, he was entrusted with the task of founding the Polytechnic University of Querétaro (UPQ), serving as its Founding Rector until 2010. His visionary leadership, together with an outstanding team and a commitment to academic excellence and innovation, positioned UPQ as one of the leading polytechnic universities in the country, recognized for its academic quality, accredited programs, and strong partnerships with industry. In 2015, he was appointed Rector of the Technological University of Querétaro (UTEQ). From his arrival, he transformed the institution into a University of Industry 4.0, nationally recognized for its international outreach, cutting-edge academic programs, and strong connections with productive sectors. Under his leadership, UTEQ became a key player in Querétaro’s IQ4.0 innovation ecosystem and a catalyst of the triple helix collaboration model (government, academia, and industry). Between 2015 and 2021, the university experienced exponential growth in infrastructure and modernization, becoming one of the first institutions in Mexico to fully implement the Industry 4.0 and Education 4.0 models. From 2015 to 2021, he also served as Executive Secretary of COEPES Querétaro and later as its President, successfully consolidating it as one of the best-structured and most collaborative commissions in the country—recognized as a model at both state and national levels. At the beginning of 2021, he was appointed by Governor Francisco Domínguez Servién as Secretary of Education for the State of Querétaro. In this role, he led the state’s educational system through the challenges of the COVID-19 pandemic, developing and implementing strategies that ensured educational continuity and excellence across all levels. His leadership emphasized planning, direction, and quality in academic services, contributing to the creation of an Educational Ecosystem for the Development of Querétaro. In October 2021, he was once again appointed Rector of the Technological University of Querétaro, where he has continued to strengthen and elevate the institution to new levels of excellence. Guided by the principles of the pedagogy of the common good, Industry 4.0, and social responsibility, he has positioned UTEQ at the forefront of innovation and international collaboration, consolidating it as a leading university nationally and globally. Between 2021 and 2022, he also served as Technical Secretary of CONACES (National Council for the Coordination of Higher Education), a collegiate body for dialogue, deliberation, and consensus-building to advance higher education policies. Leveraging his prior experience as the first Executive Secretary of COEPES Querétaro, he led the integration and operational alignment of 27 COEPES commissions nationwide. He is also a founding member of ANUSTEC, the national association that brings together Technological and Polytechnic Universities, and served on its first Governing Council. In February 2025, he was appointed President of the Commission on Innovation, Technology, and Linkage of CANACINTRA Querétaro, where he promotes collaboration among academia, industry, and government to strengthen the innovation ecosystem and foster the adoption of emerging technologies in the productive sector. In May 2025, he was admitted as Chair of the Nanobioengineering Specialty Commission of the Mexican Academy of Engineering, a distinction that recognizes his outstanding career, contributions to technological education, and leadership in developing training models aligned with Industry 4.0. As of December 2, 2024, José Carlos Arredondo Velázquez resumed his role as Director General of CONALEP Querétaro, committed to further strengthening technical education in the state. His extensive experience in institutional leadership, strategic linkage, and academic excellence supports a vision of innovation and professionalism that continues to elevate education in Querétaro
